Oluwatofunmi "Toto" Kaiyewu, a 23 year old black medical student, was killed by police officers half a mile away from exit 206 on Illinois Route 74. Officers had been involved in a chase with Toto that began in Villa Grove, where Officer Adam Deckard followed Toto's car after noticing the Texas license plates. He later said, "Not to be prejudiced or anything... but we get a lot of Mexicans in our town." Deckard followed Kaiyewu and at one point both stopped their cars and got out. Kaiyewu reentered his car, drove away, and Deckard called for back up. University of Illinois Police Officer Doug Beckman, Champaign County Deputy Michael Wertz, and Vermilion County Sheriff's Sgt Erick Deck, and eight other officers responded. After being stopped on I-74, Kaiyewu exited his car with a machete. After refusing to drop the machete, police officers opened fire from 12 feet away, shooting Kaiyweu three times in the chest and once in the head. The first emergency medical technicians to arrive on the scene were denied from treating Kaiyweu because of police officers' worries that they would tamper the scene. Kaiyewu later was found to have a history of mental illness.
