Although the state admits determining this statistic poses significant methodological challenges, they are confident it is a reliable and consistent measure that remains instructive. All three local law enforcement agencies’ ratio numbers significantly exceed the state average. In 2009 a minority driver in Champaign and Urbana was 45% and 56% more likely to be stopped than a Caucasian driver. Urbana has had the highest ratio of all three departments in the last four years. Urbana has shown an upward trend each of the past three years. Over the past six years both Champaign and Urbana show similar average ratios (1.49).</p>
